Surrender of certificate.—Every Drawing and Disbursing Officer who ceases to carry on the drawing and disbursement of funds shall, within forty-five days of such cessation, surrender the certificate of registration to the Comptroller and Auditor-General in person or by registered post, and shall inform it in Form GFR 40 of the manner in which every bid held by him has been disposed of.
