Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any keeper of animals within the municipal limits dies, his legal representative shall, within seven days of the death, intimate the death to the Development Authority in Form D, surrender the certificate of registration to it and furnish a statement of every building plan then held; and the Development Authority shall enter the intimation in the register within fourteen days of its receipt.
