Application for registration.—Every publisher of an opinion poll carrying on the publication of opinion polls shall make an application for registration to the Delimitation Commission in Form 2A, within forty-five days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every poster held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
