Surrender of certificate.—Every operator of a dam who ceases to carry on the operation of a dam in an emergency shall, within forty-five days of such cessation, surrender the certificate of registration to the District Authority in person or by registered post, and shall inform it in Form D of the manner in which every incident report held by him has been disposed of.
