Surrender of certificate.—Every keeper of a printing press who ceases to carry on the keeping of a printing press shall, within forty-five days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form VIII of the manner in which every magazine held by him has been disposed of.
