Surrender of certificate.—Every fish farmer who ceases to carry on the culture of fish shall, within twenty-one days of such cessation, surrender the certificate of registration to the Seed Certification Agency in person or by registered post, and shall inform it in Form D of the manner in which every seed held by him has been disposed of.
