Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the sender of commercial messages shall apply to the Licensing Authority in Form B for a duplicate, accompanied by a fee of one thousand rupees, and the Licensing Authority shall issue a duplicate certificate marked as such within sixty days of the application.
