Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any allottee of surplus land dies, his legal representative shall, within seven days of the death, intimate the death to the Board of Revenue in Form 14, surrender the certificate of registration to it and furnish a statement of every parcel of land then held; and the Board of Revenue shall enter the intimation in the register within fifteen days of its receipt.
