Surrender of certificate.—Every consignor who ceases to carry on the consignment of goods by railway shall, within twenty-one days of such cessation, surrender the certificate of registration to the Commissioner of Railway Safety in person or by registered post, and shall inform it in Form A of the manner in which every railway line held by him has been disposed of.
