Surrender of certificate.—Every satellite communication operator who ceases to carry on the provision of satellite communication services shall, within fifteen days of such cessation, surrender the certificate of registration to the Telecommunication Engineering Centre in person or by registered post, and shall inform it in Form D of the manner in which every spectrum held by him has been disposed of.
