Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee for the sale of poisons dies, his legal representative shall, within sixty days of the death, intimate the death to the Chief Controller of Explosives in Form V, surrender the certificate of registration to it and furnish a statement of every pledge then held; and the Chief Controller of Explosives shall enter the intimation in the register within fourteen days of its receipt.
