Surrender of certificate.—Every licensee for the sale of poisons who ceases to carry on the sale of poisons shall, within fourteen days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form VIII of the manner in which every cartridge held by him has been disposed of.
