Application for registration.—Every licensee for the sale of poisons carrying on the sale of poisons shall make an application for registration to the Chief Controller of Explosives in Form III, within thirty days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every seized article held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
