Grant of certificate of registration.—The Central Government shall, on being satisfied that the application is complete and that the fee of ten thousand rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form PAS-3 within sixty days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every books of account stated in the application.
