Surrender of certificate.—Every user of the national emblem who ceases to carry on the use of the national emblem shall, within sixty days of such cessation, surrender the certificate of registration to the Review Committee in person or by registered post, and shall inform it in Form E of the manner in which every record held by him has been disposed of.
