Application for registration.—Every person holding foreign assets carrying on the holding of assets outside India shall make an application for registration to the Joint Commissioner in Form 16, within thirty days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every assessment held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
