Application for registration.—Every owner of a brick kiln carrying on the working of a brick kiln shall make an application for registration to the Government of Assam in Form IV, within seven days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every waste manifest held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
