Safe custody.—Every operator of a cruise vessel shall keep every bill of lading to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of a cruise vessel is carried on, shall record in Form 8 the description of every bill of lading so kept and the date on which it was received, and shall furnish a copy of the record to the Government of Uttar Pradesh within twenty-one days of the close of each year.
