Periodical returns.—Every amateur radio operator shall furnish to the Telecom Disputes Settlement and Appellate Tribunal, within one hundred and twenty days of the close of each year, a return in Form D of the operation of an amateur radio station carried on during that year, and a nil return where no such activity was carried on.
