Safe custody.—Every person engaged in the supply of energy shall keep every storage tank to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the storage of petroleum is carried on, shall record in Form II the description of every storage tank so kept and the date on which it was received, and shall furnish a copy of the record to the Grievance Redressal Forum within one hundred and twenty days of the close of each year.
