Application for registration.—Every creditor carrying on the recovery of debts shall make an application for registration to the Central Government in Form CHG-1, within ninety days of the commencement of these regulations, accompanied by a fee of ten thousand rupees and a statement of every balance sheet held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
