Custody of the register.—The register maintained under these rules shall be kept at the office of the Licensing Authority in the custody of the Inspector of Motor Vehicles, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Licensing Authority; and where the Inspector of Motor Vehicles having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 29 within twenty-one days of the succession.
