Surrender of certificate.—Every employer who ceases to carry on the employment of workmen shall, within ten days of such cessation, surrender the certificate of registration to the Licensing Officer in person or by registered post, and shall inform it in Form V of the manner in which every certificate of registration held by him has been disposed of.
