Application for registration.—Every person carrying on an industry carrying on the discharge of effluent shall make an application for registration to the State Board in Form VI, within seven days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every transit pass held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
