Application for registration.—Every recruitment and placement agency for seafarers carrying on the recruitment of seafarers shall make an application for registration to the Maritime Board in Form 7, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every ship recycling plan held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
