Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any recruitment and placement agency for seafarers dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Maritime Board in Form 6, surrender the certificate of registration to it and furnish a statement of every certificate of registry then held; and the Maritime Board shall enter the intimation in the register within sixty days of its receipt.
