Surrender of certificate.—Every proprietor of a lodging house who ceases to carry on the keeping of a lodging house shall, within fifteen days of such cessation, surrender the certificate of registration to the Commissioner of Police in person or by registered post, and shall inform it in Form III of the manner in which every magazine held by him has been disposed of.
