Surrender of certificate.—Every owner of a motor vehicle who ceases to carry on the use of a motor vehicle shall, within fourteen days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form 38 of the manner in which every trip sheet held by him has been disposed of.
