Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a motor vehicle shall apply to the Licensing Authority in Form 23 for a duplicate, accompanied by a fee of two thousand rupees, and the Licensing Authority shall issue a duplicate certificate marked as such within sixty days of the application.
