Application for registration.—Every point of presence carrying on the registration of subscribers shall make an application for registration to the Board of Trustees in Form 19, within twenty-one days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every nomination held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
