Application for registration.—Every clearing and forwarding agent carrying on the business of clearing and forwarding shall make an application for registration to the Warehousing Development and Regulatory Authority in Form F, within twenty-one days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every chit agreement held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
