Surrender of certificate.—Every clearing and forwarding agent who ceases to carry on the business of clearing and forwarding shall, within thirty days of such cessation, surrender the certificate of registration to the Warehousing Development and Regulatory Authority in person or by registered post, and shall inform it in Form D of the manner in which every account of sales held by him has been disposed of.
