Appeal.—An appeal against an order made under these regulations shall be preferred by the ambulance operator aggrieved by it in Form 28 within ninety days of the communication of the order, and shall be accompanied by a certified copy of the order appealed against, a statement of the grounds of appeal and a fee of two hundred and fifty rupees; and an appeal preferred after that period shall be accompanied by a statement of the reasons for the delay.
