Surrender of certificate.—Every owner of a hoarding who ceases to carry on the display of hoardings shall, within forty-five days of such cessation, surrender the certificate of registration to the Advisory Panel in person or by registered post, and shall inform it in Form II of the manner in which every title held by him has been disposed of.
