Custody of the register.—The register maintained under these rules shall be kept at the office of the Advisory Panel in the custody of the Deputy Press Registrar, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Advisory Panel; and where the Deputy Press Registrar having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form II within forty-five days of the succession.
