Surrender of certificate.—Every observation home who ceases to carry on the running of an observation home shall, within twenty-one days of such cessation, surrender the certificate of registration to the Committee in person or by registered post, and shall inform it in Form III of the manner in which every individual care plan held by him has been disposed of.
