Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the consumer shall apply to the Appropriate Commission in Form I for a duplicate, accompanied by a fee of five thousand rupees, and the Appropriate Commission shall issue a duplicate certificate marked as such within ninety days of the application.
