Application for registration.—Every ship recycler carrying on the recycling of ships shall make an application for registration to the Mercantile Marine Department in Form 3, within sixty days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every survey certificate held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
