Surrender of certificate.—Every ship recycler who ceases to carry on the recycling of ships shall, within ninety days of such cessation, surrender the certificate of registration to the Mercantile Marine Department in person or by registered post, and shall inform it in Form 8 of the manner in which every certificate of registry held by him has been disposed of.
