Surrender of certificate.—Every designated consumer who ceases to carry on the consumption of energy by a designated consumer shall, within twenty-one days of such cessation, surrender the certificate of registration to the Appropriate Commission in person or by registered post, and shall inform it in Form IV of the manner in which every meter held by him has been disposed of.
