Surrender of certificate.—Every transporter of explosives who ceases to carry on the transport of explosives shall, within ten days of such cessation, surrender the certificate of registration to the Superintendent of Police in person or by registered post, and shall inform it in Form VIII of the manner in which every explosive substance held by him has been disposed of.
