Application for registration.—Every person responsible for paying carrying on the payment of sums liable to deduction shall make an application for registration to the Principal Chief Commissioner in Form 35, within fifteen days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every books of account held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
