Surrender of certificate.—Every designated consumer who ceases to carry on the consumption of energy by a designated consumer shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the State Commission in person or by registered post, and shall inform it in Form III of the manner in which every generating station held by him has been disposed of.
