Surrender of certificate.—Every publisher who ceases to carry on the publication of literary works shall, within three hundred and sixty-five days of such cessation, surrender the certificate of registration to the Copyright Board in person or by registered post, and shall inform it in Form 27 of the manner in which every mark held by him has been disposed of.
