Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the wholesale vendor shall apply to the Excise Appellate Authority in Form A for a duplicate, accompanied by a fee of ten thousand rupees, and the Excise Appellate Authority shall issue a duplicate certificate marked as such within twenty-one days of the application.
