Application for registration.—Every wholesale vendor carrying on the wholesale vend of liquor shall make an application for registration to the Excise Appellate Authority in Form D, within seven days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every still held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
