Surrender of certificate.—Every owner of a mine within a forest who ceases to carry on mining within a forest area shall, within fifteen days of such cessation, surrender the certificate of registration to the Environmental Appellate Authority in person or by registered post, and shall inform it in Form IV of the manner in which every register of consents held by him has been disposed of.
