Custody of the register.—The register maintained under these rules shall be kept at the office of the Licensing Authority in the custody of the Enforcement Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Licensing Authority; and where the Enforcement Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 23 within forty-five days of the succession.
