Safe custody.—Every owner of a tractor plying for hire shall keep every register of buildings to which these rules apply in a receptacle or place reserved for the purpose at the premises where the plying of a tractor for hire is carried on, shall record in Form 6 the description of every register of buildings so kept and the date on which it was received, and shall furnish a copy of the record to the Director of Panchayats within sixty days of the close of each year.
