Application for registration.—Every owner of a tractor plying for hire carrying on the plying of a tractor for hire shall make an application for registration to the Director of Panchayats in Form 7, within ninety days of the commencement of these rules, accompanied by a fee of ten rupees and a statement of every licence held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
